8月30日,交通(tong)部發(fa)布了《交通(tong)運輸(shu)部辦公廳關于加快(kuai)推進(jin)建制村(cun)通(tong)客(ke)車有關工作(zuo)的通(tong)知(zhi)》(以下簡稱通(tong)知(zhi))。
建制村(cun)(cun)(cun)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)是保障廣大農(nong)民群(qun)眾“行(xing)有所(suo)乘”的(de)(de)(de)(de)民生(sheng)(sheng)服務(wu)(wu),對改善農(nong)民群(qun)眾生(sheng)(sheng)活條件、提(ti)升(sheng)人民群(qun)眾獲得感、促(cu)進農(nong)業(ye)農(nong)村(cun)(cun)(cun)現(xian)代(dai)化建設(she)具(ju)有重(zhong)(zhong)要(yao)意義。《中共(gong)中央 國務(wu)(wu)院(yuan)關于打(da)贏脫貧攻堅戰(zhan)三(san)年(nian)行(xing)動的(de)(de)(de)(de)指導意見(jian)》和《國務(wu)(wu)院(yuan)關于印發“十(shi)三(san)五”現(xian)代(dai)綜合交通(tong)(tong)(tong)(tong)(tong)運(yun)輸(shu)體(ti)系發展規劃(hua)的(de)(de)(de)(de)通(tong)(tong)(tong)(tong)(tong)知》(國發〔2017〕11號)均提(ti)出了到(dao)2020年(nian)“具(ju)備條件的(de)(de)(de)(de)建制村(cun)(cun)(cun)全部(bu)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)”的(de)(de)(de)(de)明確要(yao)求。在地(di)方(fang)黨(dang)委、政府的(de)(de)(de)(de)高度重(zhong)(zhong)視和交通(tong)(tong)(tong)(tong)(tong)運(yun)輸(shu)行(xing)業(ye)的(de)(de)(de)(de)共(gong)同努力下(xia),建制村(cun)(cun)(cun)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)工作(zuo)取得了明顯成效。據統(tong)計,截至今年(nian)6月,全國通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)的(de)(de)(de)(de)建制村(cun)(cun)(cun)總數已(yi)達到(dao)55.5萬個,建制村(cun)(cun)(cun)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)率提(ti)升(sheng)至96%。但(dan)目前全國仍有2萬多個建制村(cun)(cun)(cun)未(wei)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che),部(bu)分(fen)省份建制村(cun)(cun)(cun)通(tong)(tong)(tong)(tong)(tong)客(ke)車(che)(che)任(ren)務(wu)(wu)還比(bi)較重(zhong)(zhong)。
為此,交(jiao)通部(bu)希望通過加快推(tui)進建制村通客(ke)車有(you)關(guan)工(gong)作,進一步拓展(zhan)農(nong)村公共交(jiao)通。而(er)這(zhe)一措施,也(ye)將給客(ke)車市場帶來利(li)好(hao)。

各省(sheng)、自治區、直(zhi)轄市、新疆生產建設兵團交通運輸廳(ting)(局、委):
建制(zhi)(zhi)(zhi)村(cun)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)是保障廣大農民(min)群(qun)眾(zhong)“行有(you)所乘(cheng)”的(de)民(min)生服(fu)務,對(dui)改善農民(min)群(qun)眾(zhong)生活條(tiao)件、提(ti)升人民(min)群(qun)眾(zhong)獲(huo)得感、促進農業農村(cun)現代化建設(she)具有(you)重(zhong)要意義。《中共中央 國(guo)務院(yuan)(yuan)關于打贏(ying)脫貧攻堅戰三年行動(dong)的(de)指導意見》和《國(guo)務院(yuan)(yuan)關于印發“十三五”現代綜(zong)合交通(tong)(tong)(tong)(tong)運(yun)(yun)輸體系發展規劃的(de)通(tong)(tong)(tong)(tong)知》(國(guo)發〔2017〕11號(hao))均(jun)提(ti)出了到2020年“具備條(tiao)件的(de)建制(zhi)(zhi)(zhi)村(cun)全部通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)”的(de)明確要求。在地(di)方黨(dang)委、政府的(de)高(gao)度重(zhong)視和交通(tong)(tong)(tong)(tong)運(yun)(yun)輸行業的(de)共同努(nu)力下,建制(zhi)(zhi)(zhi)村(cun)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)工(gong)作(zuo)取得了明顯成(cheng)(cheng)效。據統計,截至今年6月,全國(guo)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)的(de)建制(zhi)(zhi)(zhi)村(cun)總(zong)數已達到55.5萬個(ge),建制(zhi)(zhi)(zhi)村(cun)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)率(lv)提(ti)升至96%。但目(mu)前全國(guo)仍(reng)有(you)2萬多(duo)個(ge)建制(zhi)(zhi)(zhi)村(cun)未通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che),部分省份建制(zhi)(zhi)(zhi)村(cun)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)任務還比(bi)較重(zhong)。為切實(shi)加快推進建制(zhi)(zhi)(zhi)村(cun)通(tong)(tong)(tong)(tong)客(ke)(ke)車(che)(che)工(gong)作(zuo),為全面(mian)建成(cheng)(cheng)小康(kang)社會、服(fu)務鄉村(cun)振興戰略提(ti)供堅實(shi)的(de)運(yun)(yun)輸服(fu)務保障,經交通(tong)(tong)(tong)(tong)運(yun)(yun)輸部同意,現將(jiang)有(you)關事項(xiang)通(tong)(tong)(tong)(tong)知如下:
一、進一步明確建制村通客車條件
部(bu)綜合考慮(lv)農村(cun)地區客(ke)運需(xu)求、公路通(tong)(tong)行條件(jian)(jian)、可(ke)持續運營(ying)等多方面因(yin)素(su),制(zhi)定了“具(ju)備條件(jian)(jian)的(de)建制(zhi)村(cun)通(tong)(tong)客(ke)車”參考標準(見附件(jian)(jian)1)。省(sheng)級交通(tong)(tong)運輸主管(guan)部(bu)門應(ying)根據地方實(shi)際明確“具(ju)備條件(jian)(jian)的(de)建制(zhi)村(cun)通(tong)(tong)客(ke)車”具(ju)體標準,于2018年(nian)9月(yue)30日前報省(sheng)級人民政府和部(bu)備案,并向社會(hui)公布(bu)。
二(er)、加快建立通客車(che)工作目(mu)標(biao)臺賬
省級(ji)交通(tong)運輸主管(guan)(guan)部(bu)(bu)(bu)(bu)門(men)要組(zu)織市、縣交通(tong)運輸主管(guan)(guan)部(bu)(bu)(bu)(bu)門(men)對(dui)(dui)照“具備條(tiao)件(jian)(jian)的(de)建(jian)制(zhi)(zhi)村(cun)通(tong)客車”具體(ti)標(biao)準(zhun),深入摸(mo)排未通(tong)客車建(jian)制(zhi)(zhi)村(cun)情況(kuang)(kuang),建(jian)立臺賬(zhang)(式樣見(jian)附件(jian)(jian)2),制(zhi)(zhi)定(ding)建(jian)制(zhi)(zhi)村(cun)通(tong)客車三年(nian)工作計劃,扎實推(tui)進(jin)工作,確保(bao)目標(biao)實現,對(dui)(dui)賬(zhang)銷號。2019年(nian)6月30日(ri)前,省級(ji)交通(tong)運輸主管(guan)(guan)部(bu)(bu)(bu)(bu)門(men)要組(zu)織市、縣級(ji)交通(tong)運輸主管(guan)(guan)部(bu)(bu)(bu)(bu)門(men)向社(she)會公(gong)示本轄區到2020年(nian)仍(reng)不具備通(tong)客車條(tiao)件(jian)(jian)的(de)建(jian)制(zhi)(zhi)村(cun)情況(kuang)(kuang)。
三、著力完善農村交(jiao)通基礎(chu)設施
地方各級交通運(yun)輸主管部門要對照建制村通客(ke)車(che)(che)計劃,加(jia)快(kuai)通建制村公路(lu)(lu)窄路(lu)(lu)基(ji)路(lu)(lu)面拓寬改造、公路(lu)(lu)安全生(sheng)命防護工程(cheng)建設(she);對于局部設(she)置錯車(che)(che)道可滿足通客(ke)車(che)(che)條件(jian)的,可先設(she)置錯車(che)(che)道。要做好客(ke)車(che)(che)通行線路(lu)(lu)沿(yan)途危橋改造工作,進(jin)一(yi)步消除基(ji)礎設(she)施瓶頸制約(yue)。
四、優化農村客運運營組織(zhi)模式
市(shi)、縣級(ji)交通(tong)(tong)運(yun)(yun)(yun)(yun)(yun)輸主管部門應根據本地實(shi)際,創(chuang)新農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)運(yun)(yun)(yun)(yun)(yun)營組(zu)織(zhi)(zhi)模式(shi)(shi),采取城(cheng)市(shi)公交延伸、農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)公交化運(yun)(yun)(yun)(yun)(yun)營、農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)班線、區域經(jing)營、預(yu)約響應等運(yun)(yun)(yun)(yun)(yun)營組(zu)織(zhi)(zhi)模式(shi)(shi),扎實(shi)推進(jin)建制(zhi)村(cun)通(tong)(tong)客(ke)(ke)(ke)(ke)車(che)工(gong)作(zuo)(zuo)(島嶼通(tong)(tong)船視(shi)作(zuo)(zuo)通(tong)(tong)客(ke)(ke)(ke)(ke)車(che))。省級(ji)交通(tong)(tong)運(yun)(yun)(yun)(yun)(yun)輸主管部門要制(zhi)定(ding)農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)服(fu)務規范,明確(que)各種農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)運(yun)(yun)(yun)(yun)(yun)營組(zu)織(zhi)(zhi)模式(shi)(shi)的服(fu)務和(he)價(jia)(jia)格(ge)標準。開通(tong)(tong)農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)班線的,應當(dang)(dang)在確(que)保(bao)安全的前提(ti)下,依照便民(min)原則,在距村(cun)委(wei)會2公里以內科(ke)學合理設(she)置停靠站點。開通(tong)(tong)預(yu)約響應式(shi)(shi)農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun),應當(dang)(dang)廣泛公示預(yu)約方(fang)式(shi)(shi)和(he)價(jia)(jia)格(ge)標準。農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)原則上應采用7座以上營運(yun)(yun)(yun)(yun)(yun)客(ke)(ke)(ke)(ke)車(che),確(que)有困難(nan)的地區可采用5座車(che)。鼓勵農村(cun)客(ke)(ke)(ke)(ke)運(yun)(yun)(yun)(yun)(yun)客(ke)(ke)(ke)(ke)貨(huo)統籌、運(yun)(yun)(yun)(yun)(yun)郵融合發展。
五、持續(xu)提升(sheng)農(nong)村(cun)客運(yun)安全水(shui)平
縣級(ji)交通運(yun)(yun)(yun)輸主管(guan)部(bu)門應報(bao)請同級(ji)人民政府支持(chi),進一(yi)步落實農村客(ke)運(yun)(yun)(yun)班線安(an)全(quan)通行條件(jian)聯(lian)合(he)審核機制,建(jian)立健全(quan)公(gong)安(an)、交通、安(an)監(jian)等部(bu)門共同參與(yu)管(guan)理的(de)農村客(ke)運(yun)(yun)(yun)安(an)全(quan)監(jian)管(guan)工作機制。要積極推動在(zai)農村客(ke)運(yun)(yun)(yun)車輛上安(an)裝符合(he)標準(zhun)的(de)車輛動態監(jian)控裝置,鼓勵應用第三方安(an)全(quan)監(jian)控平臺(tai),提升農村客(ke)運(yun)(yun)(yun)動態監(jian)控能力。
六、推動建立(li)財政(zheng)保(bao)障機制和運價政(zheng)策
農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)為廣大農(nong)村(cun)(cun)(cun)群眾提供(gong)普遍服務,是實現(xian)公共(gong)服務均等化(hua)的重要內容(rong),具有(you)明顯的公益性,應(ying)該(gai)強(qiang)化(hua)政(zheng)策(ce)支(zhi)持(chi),實行(xing)市場化(hua)運(yun)(yun)營。各級(ji)交通運(yun)(yun)輸(shu)主管部(bu)門(men)要積(ji)極爭取地方人民政(zheng)府的支(zhi)持(chi),建(jian)立完善(shan)用地、資(zi)金(jin)、財稅扶(fu)持(chi)等方面的支(zhi)持(chi)政(zheng)策(ce)。要積(ji)極協調各地財政(zheng)部(bu)門(men),將調整后的城鄉道路客(ke)運(yun)(yun)油價補助(zhu)資(zi)金(jin)優先用于農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)發展,保障農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)油價補助(zhu)資(zi)金(jin)及時(shi)撥付給農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)經(jing)營者。要積(ji)極聯合(he)價格主管部(bu)門(men),根(gen)據實際(ji)情(qing)況合(he)理確定農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)價格。對于線路長、成本高、客(ke)車平均實載率達不到50%、經(jing)營虧損的客(ke)運(yun)(yun)班(ban)線,應(ying)給予補貼,確保農(nong)村(cun)(cun)(cun)客(ke)運(yun)(yun)“開得通、留得住(zhu)、有(you)效益”。
七(qi)、加大(da)督(du)導檢查投入(ru)力度
省級交(jiao)通(tong)運輸(shu)(shu)主(zhu)管部(bu)(bu)門(men)要(yao)加強本(ben)轄區建制(zhi)(zhi)村(cun)通(tong)客(ke)(ke)車工作(zuo)督(du)(du)導考(kao)核,于每年(nian)1月(yue)底前(qian)將上一年(nian)度自查報(bao)(bao)告報(bao)(bao)部(bu)(bu)運輸(shu)(shu)服務司。部(bu)(bu)將定期組織開展建制(zhi)(zhi)村(cun)通(tong)客(ke)(ke)車情況(kuang)督(du)(du)導檢(jian)查,通(tong)報(bao)(bao)各地建制(zhi)(zhi)村(cun)通(tong)客(ke)(ke)車工作(zuo)情況(kuang),對工作(zuo)進度滯后(hou)、存在弄虛作(zuo)假(jia)等情況(kuang)的省級交(jiao)通(tong)運輸(shu)(shu)主(zhu)管部(bu)(bu)門(men)進行約談。
