霧霾導致數城限(xian)行限(xian)號(hao) 天(tian)津下月一(yi)日啟動

受連日來(lai)霧(wu)霾(mai)天氣的(de)影響，北京周邊省市(shi)(shi)(shi)也紛紛啟動(dong)(dong)大氣污染應急響應措施(shi)。除了(le)各(ge)種“限(xian)(xian)產限(xian)(xian)排”政(zheng)策，北京青年報(bao)記者了(le)解到，從今天零時起，天津市(shi)(shi)(shi)在限(xian)(xian)行區(qu)域(yu)內實施(shi)機動(dong)(dong)車尾(wei)號限(xian)(xian)行措施(shi)。河北石家莊市(shi)(shi)(shi)、廊(lang)坊市(shi)(shi)(shi)、邯鄲市(shi)(shi)(shi)、保定市(shi)(shi)(shi)也先后啟動(dong)(dong)了(le)尾(wei)號限(xian)(xian)行措施(shi)。邢臺等城市(shi)(shi)(shi)雖(sui)未“限(xian)(xian)號”，但(dan)也采取了(le)交通管制(zhi)等多項措施(shi)，限(xian)(xian)制(zhi)機動(dong)(dong)車出行。

天津“提前”啟動限號

天(tian)津(jin)市政(zheng)府昨天(tian)發(fa)布了《關(guan)于啟動重污(wu)染天(tian)氣應急響應的通知》，依據規定，天(tian)津(jin)市公安交通管理局發(fa)布實施三級（黃色）重污(wu)染天(tian)氣應急響應措施，從今天(tian)零時(shi)開始，在限行(xing)區域實施機動車尾號限行(xing)措施。

根據天津(jin)市(shi)發布(bu)的通知，天津(jin)市(shi)牌照的載客(ke)汽車每日限(xian)行一(yi)組尾(wei)(wei)號(hao)(hao)，從(cong)今(jin)天至27日的機(ji)動(dong)車限(xian)行尾(wei)(wei)號(hao)(hao)分別為“1和(he)(he)6”、“2和(he)(he)7”、“3和(he)(he)8”、“4和(he)(he)9”。這是天津(jin)市(shi)繼2013年12月22日“烏龍限(xian)號(hao)(hao)”事件(jian)后首次啟動(dong)重污染天氣尾(wei)(wei)號(hao)(hao)限(xian)行措施。

按照此前的安排，天(tian)津市(shi)將于(yu)3月(yue)(yue)1日正式啟動(dong)“常態”機動(dong)車尾(wei)號(hao)限(xian)行(xing)(xing)措施，此次應對污染(ran)(ran)天(tian)氣(qi)(qi)的“限(xian)號(hao)”是否(fou)將延(yan)續至3月(yue)(yue)1日還不得而知(zhi)，天(tian)津市(shi)發布的通知(zhi)稱，此次機動(dong)車尾(wei)號(hao)限(xian)行(xing)(xing)措施將一直延(yan)續至重污染(ran)(ran)天(tian)氣(qi)(qi)預警解除。

四大直轄市中，已經有(you)北京、上海、天(tian)(tian)津三個(ge)城(cheng)市對(dui)汽車(che)增量實施(shi)了限制措施(shi)。天(tian)(tian)津現常住人口(kou)1400多(duo)萬(wan)，中心城(cheng)區交(jiao)通擁堵嚴(yan)重，主干(gan)道高峰時段平均車(che)速為19.5公里/小(xiao)時，比2000年下(xia)降了18%。

高峰期天津市區禁行外地車

天津市交(jiao)管(guan)局介紹，此次(ci)主(zhu)要實(shi)施3項(xiang)限(xian)行(xing)(xing)(xing)措(cuo)施，具體為：（一）外(wai)(wai)(wai)(wai)(wai)環線(xian)以(yi)(yi)內尾號限(xian)行(xing)(xing)(xing)，即自2014年(nian)3月1日(ri)(ri)(ri)至(zhi)(zhi)(zhi)2015年(nian)1月10日(ri)(ri)(ri)，工作日(ri)(ri)(ri)（法(fa)定(ding)節假日(ri)(ri)(ri)除(chu)外(wai)(wai)(wai)(wai)(wai)）每(mei)(mei)日(ri)(ri)(ri)7時(shi)(shi)至(zhi)(zhi)(zhi)19時(shi)(shi)，該市及外(wai)(wai)(wai)(wai)(wai)埠牌照(zhao)機(ji)(ji)動車(che)在(zai)外(wai)(wai)(wai)(wai)(wai)環線(xian)（不含）以(yi)(yi)內道路，實(shi)施按(an)車(che)牌尾號區域限(xian)行(xing)(xing)(xing)交(jiao)通管(guan)理措(cuo)施；（二）外(wai)(wai)(wai)(wai)(wai)環線(xian)以(yi)(yi)內外(wai)(wai)(wai)(wai)(wai)埠車(che)限(xian)行(xing)(xing)(xing)，即自2014年(nian)3月1日(ri)(ri)(ri)起，工作日(ri)(ri)(ri)（法(fa)定(ding)節假日(ri)(ri)(ri)除(chu)外(wai)(wai)(wai)(wai)(wai)）每(mei)(mei)日(ri)(ri)(ri)7時(shi)(shi)至(zhi)(zhi)(zhi)9時(shi)(shi)和16時(shi)(shi)至(zhi)(zhi)(zhi)19時(shi)(shi)，禁(jin)止外(wai)(wai)(wai)(wai)(wai)埠牌照(zhao)機(ji)(ji)動車(che)在(zai)外(wai)(wai)(wai)(wai)(wai)環線(xian)（不含）以(yi)(yi)內道路通行(xing)(xing)(xing)；（三）外(wai)(wai)(wai)(wai)(wai)環線(xian)上貨車(che)限(xian)行(xing)(xing)(xing)，即自2014年(nian)3月1日(ri)(ri)(ri)起，每(mei)(mei)日(ri)(ri)(ri)7時(shi)(shi)至(zhi)(zhi)(zhi)19時(shi)(shi)，禁(jin)止貨運機(ji)(ji)動車(che)在(zai)外(wai)(wai)(wai)(wai)(wai)環線(xian)上通行(xing)(xing)(xing)。以(yi)(yi)前外(wai)(wai)(wai)(wai)(wai)環線(xian)內貨運機(ji)(ji)動車(che)限(xian)行(xing)(xing)(xing)政策也將繼續執行(xing)(xing)(xing)。

天津(jin)外(wai)環(huan)(huan)線是天津(jin)市的一條環(huan)(huan)城(cheng)公(gong)路，全長約(yue)80公(gong)里(li)。該環(huan)(huan)線北至(zhi)北辰(chen)區引(yin)河橋(qiao)，南至(zhi)津(jin)南區梨園(yuan)頭，東(dong)(dong)至(zhi)東(dong)(dong)麗區張貴莊，西(xi)至(zhi)西(xi)青區姜井村。環(huan)(huan)線距市中心(xin)平均約(yue)10公(gong)里(li)，設(she)計時速(su)80公(gong)里(li)。“十二五”期間，天津(jin)外(wai)環(huan)(huan)由“鴨梨”形(xing)擴展成橢圓形(xing)，外(wai)環(huan)(huan)線東(dong)(dong)北部調(diao)線北面連接(jie)津(jin)榆橋(qiao)，東(dong)(dong)部連接(jie)津(jin)漢橋(qiao)。

4月起每13周輪換號碼

5類車不受限行

不(bu)受(shou)限行措(cuo)施限制(zhi)的(de)(de)機動車(che)(che)(che)(che)包(bao)括以下5類：警車(che)(che)(che)(che)、消防車(che)(che)(che)(che)、救護(hu)車(che)(che)(che)(che)、工程救險車(che)(che)(che)(che)等4類特種(zhong)車(che)(che)(che)(che)輛；公共汽車(che)(che)(che)(che)、班車(che)(che)(che)(che)（持(chi)交管(guan)部(bu)(bu)門(men)(men)核發(fa)的(de)(de)班車(che)(che)(che)(che)證）、長途(tu)汽車(che)(che)(che)(che)（持(chi)交管(guan)部(bu)(bu)門(men)(men)核發(fa)的(de)(de)長途(tu)車(che)(che)(che)(che)證）、大(da)中型客車(che)(che)(che)(che)、出租汽車(che)(che)(che)(che)（不(bu)含租賃(lin)車(che)(che)(che)(che)輛）、郵(you)政專用車(che)(che)(che)(che)（持(chi)交管(guan)部(bu)(bu)門(men)(men)核發(fa)的(de)(de)郵(you)政通(tong)行證）；各國(guo)駐華使(shi)、領館(guan)和(he)國(guo)際組(zu)織駐華機構機動車(che)(che)(che)(che)（“使(shi)”字號牌車(che)(che)(che)(che)輛）；環衛、園林、道(dao)路養護(hu)等專項(xiang)作業車(che)(che)(che)(che)輛；殯(bin)儀館(guan)的(de)(de)殯(bin)葬車(che)(che)(che)(che)輛。

石家莊三環內實施限號

從(cong)昨天零時(shi)開(kai)始(shi)，河北省(sheng)石家莊市啟動重污染天氣Ⅱ級(ji)（橙色）預警(jing)應急響(xiang)應，載貨汽車(che)（藍牌）、危險品運輸車(che)輛(liang)，每(mei)日6時(shi)至24時(shi)禁止駛入三(san)環以內。市區三(san)環內采取機(ji)動車(che)限行20%的措施。

根據河北省交(jiao)管部(bu)門(men)發布的消息，23日(ri)(ri)至27日(ri)(ri)這(zhe)五天(tian)的限(xian)行(xing)(xing)尾(wei)號(hao)(hao)均已確定，每天(tian)限(xian)行(xing)(xing)兩個汽車尾(wei)號(hao)(hao)， 23日(ri)(ri)限(xian)行(xing)(xing)機動車號(hao)(hao)牌尾(wei)號(hao)(hao)為1和(he)6。此(ci)次(ci)預(yu)警結(jie)束后，遇有關情況，在該市(shi)公安交(jiao)通管理(li)局再次(ci)啟動應急管控時，順延上次(ci)預(yu)警解(jie)除(chu)日(ri)(ri)限(xian)行(xing)(xing)尾(wei)號(hao)(hao)。

河北多市采取限行措施

北青報記(ji)者了解(jie)到，針對京津冀地區的重污(wu)染天氣，河北省多個城(cheng)市已經開始限制機動車上路。目前河北各(ge)市主城(cheng)區實(shi)行大型貨車、危險品運輸車輛(liang)每日6時(shi)至(zhi)24時(shi)區域(yu)限行，公(gong)務車停駛30%。除(chu)了石家莊市外(wai)，廊坊、保定和(he)邯鄲也(ye)分(fen)別采取了尾號限行措施。

邯(han)鄲市(shi)(shi)政府發出通知，從(cong)昨天(tian)(tian)9時(shi)至今(jin)天(tian)(tian)24時(shi)，相應區內23日(ri)限(xian)行(xing)四個(ge)(ge)車(che)牌(pai)尾(wei)號，24日(ri)限(xian)行(xing)四個(ge)(ge)車(che)牌(pai)尾(wei)號。廊坊市(shi)(shi)則規定，今(jin)天(tian)(tian)至26日(ri)早7時(shi)至20時(shi)實行(xing)機動車(che)限(xian)行(xing)，每天(tian)(tian)限(xian)行(xing)兩個(ge)(ge)尾(wei)號。保定市(shi)(shi)昨晚(wan)發布通知稱，今(jin)天(tian)(tian)起公務(wu)車(che)單雙號限(xian)行(xing)，社會車(che)輛每天(tian)(tian)限(xian)行(xing)兩個(ge)(ge)尾(wei)號。

昨天(tian)邢臺(tai)(tai)市(shi)交警大(da)隊透露，今天(tian)邢臺(tai)(tai)市(shi)的公務(wu)車將限行單號(hao)。
